There is a 10 Amp fuse (no 1A) that is in the starter relay enable circuit. Did you check all the fuses?
The pass-keyII decoder module should be located right above the PCM.

Thamks-If you mean a fuse located in the fuse panel- yes I did ALL the fuses in the two fuse panels. Last night I got the starter enabler relay out and will test it today.
