Default Changing fuel pump 1996 riviera

I have a accss panel in the trunk to repace the fuel tank. I was wondering do I still need to drain the tank or is that if you just have to drop the tank?
to remove some of the weight

I decided to replace the fuel pump as seen in my other thread

Here is everything I have done so far, I am hoping that this help. I am not sure where to go from here.

I removed the wiring harness from the fuel pump and I replaced the fuse and turned the key and it popped a new fuse

I removed the ( ICM ) Ignition control module And I replaced it with a new fuse and turned the key and it also popped a new fuse

I removed the fuel pump relay from under the back seat I replaced the fuse and turned the key and IT did not pop the fuse. So does that mean the short is between the wiring harnes and the pump relay?

I am hoping I am making progress
