1995 park avenue computer resets every 10 seconds

Default 1995 park avenue computer resets every 10 seconds

So I bought a 1995 buick park avenue off of a guy not running. Really nice catr 3800 v6 and 55,000 miles on a 95. So when I got it it would start for a second and then die. I got side tracked and let it sit for a couple of months and the battery has ruined. So I put a set of cables on it to read codes and I notice now (and possibly before) the computer resets every ten seconds. Is this a bad ecm, pcm, or possible the security system?

Could you please explain exactly what is happening and what you mean by computer is resetting ? How was this determined ?
