Right side parking brake not engaging/grabbing fully

Default Right side parking brake not engaging/grabbing fully

2001 Lesabre
Right side parking brake was not engaging at all.
Found cable on that side to be seized.
Replaced cable, after which parking brake would only partially engage on that side with pedal fully depressed (can't turn hub by hand with wheel/tire removed, but can turn by grabbing tire with wheel attached).
Suspected that right rear caliper may have been faulty.
Replaced caliper, no change.
Noticed that with parking brake pedal fully depressed, the spring on the outer end of the right side cable is fully compressed (lever on caliper can't possibly move any more).
Left side parking brake works fine.
Any ideas?
