1990 LeSabre ignition issue

Default 1990 LeSabre ignition issue

Newbie here, and have ran into an issue that has be stumped: 1990 LeSabre, 3800, engine turns over normally, but no spark. Here is what I have found out to date:
Coil packs failed both the primary and secondary resistance tests, and have been replaced. Still no spark. Checked crank sensor, and this is where it gets a little strange to me.

Have 10.72 volts to the crank and Cam sensor supply terminals. Also have solid grounds to both sensors. When I rotate the engine by hand, I have a solid 9.15 volts on one crank sensor signal wire, and 9.22 volts on the other signal wire.(4 wire sensor). I also have a solid 9.22 volts on the cam sensor signal wire. These voltages do not change a bit while rotating the engine. I unplugged the crank and cam sensors connectors, and have the same voltage readings on the same signal terminals. This tells me the voltage is back feeding from the ignition module. I have had the ignition module (magnavox type) checked at two different part stores, and both indicated a passing situation.

My thoughts are A) ignition module may still be bad despite the test results, B) a short inside the wiring harness, C) the engine control module is back feeding the voltage.

Was wondering if anyone else has ran into this before I tear into something I may not need to. Thanks in advance for any help
