how to get lock cylinder out of 1978 buick electra

it looks to me like theres plastic over where there should be a screw, any help would be appreciated

Some vehicles had to have the tumbler in the on or acc position to push in a release button under the tumbler section. When the button was pushed in from underneath the tumbler, you could remove the tumbler section.

thank you i got it but now when removing the covering i accidently dropped the buzzer metal clip down somewhere in the steering column

If you can see it,
Carefully take a magnetized long thin screwdriver and fish out the clip.
