Default I need help with a 1948 Steering column height

Hi all,
I recently bought a right hand drive converted 1948 Super Convertible (not a roadmaster but close enough) and the steering wheel seems a little too low and requires the driver the squeeze past when getting in (I have thin legs) and I’m worried about putting stress on the steering wheel.
I know some older cars have a little bit of movement in the steering column when the support clamp is removed but I removed the upper steering column support bracket but the column didn’t want to move easily, is there any chance I missed anything or it is immovable?
