How would I check the regulator?

With the key "on" or the engine running, pull the vacuum line off, and if there's and gas leaking (or smell of gas {i think}), it needs to be replaced.

Ok checked it with the car running and no smell or gas leaking from it.

Okay, thats good. You can try to replace the fuel filter next. Its only a few dollars, and not overly hard to change.

Have you checked the breather tube? Its a vacuum line that runs from the intake to the back of the motor.. mine was off at the motor, and it caused a bad idle.. could be worth a check.
