That's pretty crappy but where is the proof that the 97 didn't just have bad gaskets and that was the problem and that it wasn't the coolant. The Orange stuff is what it had from the factory. In my wifes 2002 regal. I will do more research on it though.

At one time I maintained a fleet of Isuzu trucks. They were at one time owned 49 % by GM. We constantly added new trucks to the fleet. When Dexcool first came out the new trucks contained Dexcool. Then about two- three years later they came with the green antifreeze. In the late 90's they changed from Dexcool to the green antifreeze and we never knew why. After searching out the info avail on the net I found out why. If you feel comfortable with Dexcool, by all means you are free to use whatever type antifreeze you like.

The coolant level could be low in the engine and the recovery bottle not show any is required to be added. The radiator cap, if present, needs to be removed to look inside the radiator to confirm that the level is correct. A defective sensor could also be responsible, but they don't fail that often.
If there are no noticeable leaks , and the level is going down it may be time to have a cooling system pressure test performed to make sure there re no internal leaks.
