Re: 95 Buick LeSabre, 3.8 L. Limited. When I turn my key on, I get a sound coming from a very small vent on my dash and it sounds like, not a chime, not a beep, but a faint owl like hoots. It does it five times.

 

Waiting for someone else to chime in, My buick made a similar noise and it was the brakes.

 

Until someone can come up with a more definitive answer can you try this?
Get something like a piece of hose and place it in different areas while turning on the ign key and see if you can pin down more specifically just where the sound is loudest. That may lead you to the source.
