Ignition Module Green Goo

I have a 89' lesabre 3.8 and was wondering what is that extremely sticky bed of green goo that the 6 wires that connect to the Coil Pack lie in? Also was wondering if it is normal to see lots of little bubbles in the green goo like it had boiled or something in the past and it also has run down towards the wire connector that leads to the ECM.
