fuel tank strap removal?

im finally replacin the fuel pump in my 89 and the tank straps seem next to impossible to get off. I was thinkin just cut em and get new ones but the bolts holden the straps just turn and turn and turn and dont come off. Like the nut on top is turnin too or watever is up there. lol I dont want to cut the straps and not be able to get new bolts on. any advice on these straps would really help. and if theres any hints or suggestions for fuel pump removal that would be appreciated too. if the bolts are free spinning, then the speed nuts are broken. and it is best to spend the 30 bucks on new straps anyway. so i would go ahead and cut them. it will be much easier to get the bolts out, with the tank out of the way. just be sure to support the tank before you cut. and i would use a hack saw or sabre saw, rather than a cut off wheel, bc they wont make sparks.
