Exterior temperature problem

1990 Buick LeSabre heats properly while driving. When I am idling the exterior temperature begins to read extremely high temperatures despite the fact that it''''''''s really cold. Waiting in a car line to pick my kid up from school the exterior temperature began to read 98 and up to 106. The problem is it''''''''s only 1 degree outside. When I''''''''m driving the readings are accurate and the car heats properly. Any suggestions?

Any ideas? I''ve talked to a couple of mechanics who all thinks its an electrical issue. For some reason I''m not willing to give them $100 so they can tell me its not.
