Unhappy Electrical issues

I have a 2003 Buick LeSabre Custom. The last few days it's been in the teens overnight and we've had about 6 inches of snow and very brisk winds that hit the passengers side. This morning, while driving, my wife pushed the button to put the passenger window down and was a little slow to stop it and it went down 4 inches. When she pushed to put it up some it wouldn't move. She tried a couple more times with no movement of the window. I tried from the drivers side and still nothing. I saw a place to pull over and put on my right turn signal and I get a rapid blink. When I stop the car my wife tries to put the window up while I check the lights. All the lights work except the right turn signal front and back. My question is what would make the passengers side turn signal and window quit at the same time?

I would suspect some moisture got into the area where the BCM is located and it can affect vehicle body functions.

If you can get the vehicle into a warm place and let it set and dry out some, everything just might start working again.
