Exclamation 2000 LeSabre Starting Issue

This ones really got me stumped.
2000 Buick LeSabre, 3800 series II vin K, 94,000 miles
When the engines cold and its cold outside, I need to depress the gas pedal slightly in order to start the car. You have to hold the pedal for a few seconds, then the car runs, idles, and drives fine afterwards. As long as the engine is warm, it starts right up. When the weather is warmer outside, it will only present the same symptoms every once in a great while. I replaced My coils, plugs, and wires 4,000 miles ago. I also installed a new fuel sending module and fuel pressure regulator. I replaced the TPS and it did nothing, so I put the old one back on. I also cleaned the Idle Air valve and the MAF sensor. The problem arose after I had new brake/fuel lines installed and I degreased the engine a little over 3 months ago. (covered everything with bags). I'm having a hard time finding specs for the car that I can test with my ECR.

You might want to check out the ECT (engine coolant temp sensor). Also I am wondering if tha IAC ,idle air control is working correctly. It is supposed to preset when you turn off the ign. If it was improperly installed after once removed it could be responsible for the problem on starting.
What is an ECR?
