Default Extra wires

I found unconnected wires under dash of my '05, rolled up together close to the OBD port. The ends were stripped, but the wires didn't look like they've ever been used at all. Is that normal?

Not sure where we are going with this, but did you purchase the vehicle new? If not, ideas of previous owners.

It's my son's car. He just got it a couple of months ago. The cluster started cutting off, he'd hit a bump and it'd come back on. He was going to see if there were any codes. When he was going to plug in the reader, he saw 3 wires looped together, hanging just by the port. They all have exposed ends, all with the same amount of wire exposed (about ¼"ish), all look pre-soldered, all look like they've never been connected to anything. He's in a panic, thinking something has come loose. I'm trying to tell him it's probably just wires that would've gone to some factory accessory if the car had been equipped with it. He's telling me I'm flat wrong about that, and that a car manufacturer would never leave exposed wire ends like that. He's one of those, "I know everything about cars because I've watched YouTube videos." Just trying to find the right answer for him, and try to vindicate myself... Lol.
