83 k for miles when letting off the gas at speed 30 - 70 mph when I get back on the gas I get a hesition then the car takes off but not all the time , some times it will do this for 10 min and also car has sluggish power, but then wham right back to normal with no hesition and full power , even does it on cruise control no lights on the dash, high test gas ,new plugs air filter ,mass air flow sensor ???? any one have this problem 4.6 v8

Strange...... I have a '13 Boss Mustang and even that has a strainer on the fuel pump and inline filter, no return line. From what I can gather the Lucerne filter is an integral part of the fuel pump, so the fuel pump needs to be removed to check, nothing separate, so......

LoL, just remembered when I had my '79 Dodge 'LiL Red Express Truck. Not paying attention and put fuel filter in backwards. Truck (360cid/4v) ran fine untill passing somebody and engine would stall and sputter, had to let off of gas pedal to keep motor running. Easy fix and I knew better.

maybe look at the throttle Position sensor, sounds like it could be whacky

Of coarse it has a fuel filter

it has a fuel pump filter but not a in line fuel filter and u may be right , tps is out of timing I think ! any one know how to get it back ??
