Fans not working

I have a 95 century "special", 3.1 v6 I bought used and haven''t driven yet. I noticed the radiator fans weren''t running. There''s two fans, one in front and one in back of the radiator. I checked each fan by applying cables from the battery directly to them and they each run. Both fans are good. They just don''t ever kick on when the cars running.
What''s also been checked is the coolant temp sensor. When it''s unplugged the engine''s idle changes, and again if you plug it back in. So it sounds like it''s working.
I had someone looking at this. He checked the temp sensor like that. Then he checked the relays. He says the relays are also good. I think what he did was "hot-wire" each one, and the fans kicked on.
The problem is that something''s not telling the relays to turn on? He said I could just hot-wire them to stay on all the time. I don''t want to do that if I don''t have to.
Any help would be appreciated.
