How do I troubleshoot a dead AC?

When the summer heat came it turned out that the air condition in my P.A has died during the winter.
I suppose it could be the compressor - it usually is, no? - or the liquid that has evaporated, or the clutch. Or something else.
I would be grateful if someone could point me to some resource on how I go by finding out what the trouble is. I can find AC compressors fairly cheap and I am not afraid to use tools, I'm not sure about how to refill a system with R134 though.
