Best Tires on Rear or Front?

This is a rear wheel drive car so should the best tires be on the rear? Someone recently told me the best should be on the front to help with steering. what do you think?
My understanding is that the best tires should always be on the rear. That is because, in case of a failure, one can better compensate by turning the wheels in the front. If a rear tire blows, its much more difficult to maintain control.
