96 AC - no panel vents

My 96 LeSabre Limited will not direct the AC to the dash panel vents, but will send it to the windshield and the floor. Is this a bad actuator, where is it found and is it a big deal to replace?

The system took a can of R134 and the vents snapped into operation. I can't explain it, buy it worked so far.
