How many wheels are having this problem?

 

Three. I don't use a strong wheel cleaner. Just "Blue Coral "Car Wash . A few tablespoons in a bucket of warm water. I live in Wisconsin where tons of salt and whatever else they put down is dropped per mile. Don't use a high pressure washer. I think it was caused by dirty wheels before the paint was applied.

 

You have my empathy - former rust belt resident here. I fought the losing battle against salt for many years. There is a chance your wheels may have been poorly manufactured. There is probably an equal chance that your clear/painted finish on the wheel(s) was scratched/somehow disrupted and has since begun to peel as a result of salt exposure, road debris, etc. Unfortunately, that doesn't change the fact that your wheel finish is peeling.

 

Both wheels on the left side of my car are completely shot, finish-wise. IMO, this is inexcusable. Very poor quality design, should have held up much better than this.
