This is a new one for me. The Car makes a whining noise and then it will move.Once the noise stops or you hit the brakes the car won't go out of netural. Now if you let it sit for a minute, off; and start itback up it will once again move. Then the cycle starts over again. This 97 REGAL has problems. youre description is very vague...but from that, it sounds like a tranny issue to me...

definatly tranny issue, quick things to check is, linkage between your shifter and your tranny, and is it manual or auto? Or maybe your safty check module is shorting out or not hooked up correctly. this is the think that stops you from starting your car when your in drive or reverse.

Never the less, always check the simple things first, give it a trany service, change the oil and check for any forign matter or gritt, that always = bad news.

Sounds to me like a crap tranny, or a user who doesn't check or top up his fluid levels. if none of these are the case, I'd pull the tranny and check the tork converter.
