Do you mean that the ac clutch pulley is siezed,which is preventing the belt from turning.If your ac was operational when the ac clutch pulley was working,it would probably be easier and cheaper to replace the clutch.Plus you also retain your ac.To install a bypass pully you have to remove the whole compressor,which is more hours,and more money.Not to mention recovering the gas in the system.

Could you maybe be trying to tell us the air conditioning won't shut off?
