1993 buick regal custom occasional start issues

Hello, I have a 1993 Buick regal custom with the 3.8L(around 130,000 miles). Occasionally it doesn't want to start when the engine has been warmed up and I've shut it off for a short period(maybe 30 minutes or so). It takes a couple tries of turning it over to get it to start back up. It seems to do it in warmer weather. I had the fuel pump replaced around a year ago and when I had the TPS changed earlier this week I was told the IAC valve looked normal. I haven't listened closely to see if fuel pump is properly activating, but will post if I notice it doesn't. Every time I've taken it to the mechanic it has started up fine, but they said it could be the ICM. Just wanted to see what you guys think. I'm new to this, not sure if I've left out any important info. Ask if any questions, I would really appreciate any help. Thanks.

forgot to mention

Also, it doesn't seem to take gas very well(i have to barely squeeze nozzle when filling, takes forever). I've tried repositioning all different ways. Brakes suck, though I was told everything looks fine. Not sure if any of that could be related...

It sounds like you have 3 different problems.
Will wait until you post the results re;fuel pump working for the 2-3 seconds when turning on the ign.
There is an evap system solenoid that might be stuck or not functioning to allow the vapors to go to the canister when refueling thereby blocking the incoming air/fuel to exit into the canister and this causes the fuel nozzle to shut off.
Have you had any opportunity to listen for any vacuum leaks in the engine compartment ? Did the brakes always feel inadequate ,if not, when did you notice the change?
