I have a 89' lesabre 3.8 and was wondering what is that extremely
sticky bed of green goo that the 6 wires that connect to the Coil Pack
lie in? Also was wondering if it is normal to see lots of little
bubbles in the green goo like it had boiled or something in the past
and it also has run down towards the wire connector that leads to the
ECM.

Its in obvious need of replacement to avoid future failure.

But these modules are filled with a epoxy type or non-conductive hard gel to protect from shock, vibration and water contamination and corona effect (spark jumping).

This "goo" probably is the protectant modules are filled or covered with that has been heated, dampened and mixed with a bit of copper rust, degraded and boiled out. It used to be that special goo mixture that can be put in a certain goo solvent bath to remove it to allow repair of the circuit boards when these boards were more feasable to repair. Nowadays its cheaper to replace circuits than to repair them and this special goo has been replaced with plain ol' epoxy.
