Telescoping steering column lock no longer stays in locked.
 

My steering column's telescope lock lever no longer stays in place. I have to use a bungee cord to pull up on it to keep the steering column from collapsing. Also, a horrid rattling noise has developed in the column and I don't know how get at it by removing the lower trim cover. When I push up on the lower trim cover while driving, the noise stops. However, it immediately resumes when I let up the pressure.

Between the steering column telescope lock failure and that completely irritating rattle in the steering column, the Buick experience has been ruined for me. Can anybody help me figure this one out? TIA.
