Need advice and info for light fix
 

Hello I have a 91 regal gs that has no power when accelerating very slow creeping up to speed.i recently changed bearings and went double check and everything seems fine within .I noticed the throttle cables hook up to the throttle body and maybe one cable doubles around to some sort of round vacuum pump I guess I'll call it where there are other VACUM lines running to and from this and when accelerating I believe a cable is suppose to move an arm back and forth...if any one has info on this please help I have a IAC VALVE coming in for which the one wasn't working on the car at all will this restore power and make this vacuum arm hooked up to the accelerater cable work and engine perform right?
