'97 Riviera weak brakes

I recently purchased a '97 Riviera with 100,000 miles. I have replaced both front and rear pads and bled the brakes one time. The car will stop, however, you really have to push hard on the pedal. Would not be good if I
had to come to quick stop. We also own a '05 Dodge Caravan with about the same miles. The brakes are 3 times stronger than the buick.

If I put the parking brake on and put the car into gear the rear brake will hold the car at an idle, but give it just a tiny bit of gas pedal and the car moves.

I have manually pushed the parking brake at least 50 times with little change.

I was going to change or flush the entire brake system and was told I needed a special machine because of the "ABS System".

Rotors are good. New OEM pads all the way around.

Where should I check next???

Have read many of the FAQ's but could not find specific answer.

Next step new M/C??

I would greatly appreciate some input.

Thank you,

Big Sky
