Our '95 Century has a problem where the front brakes pulse heavily under braking when going down hill. There is no pulsing of the pedal when this happens. When we bought the car I thought it had warped rotors. I replaced them but nothing changed. This car has done this for years. I've replaced the rotors and padsseveral times over the years with no change. Is this normal with ABS of that year

Brake pulsing is not normal. If you torqued the wheels properly, you have eliminated the usual cause. Next step is to check steering and suspension components.

The wheels are torqued correctly and the suspension appears to be in good condition. Incorrect wheel torque can warp a rotor which will cause the brake pedal to pusle under braking. There is no pedal pulsing. The car only does this when going down a steep hill. Braking hard anywhere else is fine.

O.K., but I don't know exactly what you mean by "suspension appears to be in good condition". All I can say from here is that if it's not the brakes themselves, thenext things to checkare the various components attached to them.

I'll give that a try and let you know.

It may be possible that one of your calipers is not floating properly on its mount from rust or bad part. A hard braking action will dislodge it and lesser long braking it will just get stuck.
