Never hammer anything back on. Actually when you re-install the pulley/balancer, you merely alingn it with the key and push it back on as far as you can with your hands and then use the bolt to push it back on making sure that as you turn the bolt the alignment is consistent. As far as the oil filter housing goes, I think it is improbable that it is part of the timing chain cover.
