92 regal voltage problem

I have a new alternator and battery but for some reason the voltage gauge reading only 9 or 10 volts when the car is running. When I take the car up to highway speed the volt gauge will go back up
to it's normal range 16-18 but as soon as I get back in stop and go traffic the
volt gauge goes back to 9 or 10.

Now there are two wires coming off of the alternator could it be one of them? One wire is a red eyelet lead and the other is a plug in connector
witch one of those wires could be the culprit?

I dont think so since it comes up at speed and uses these same wires.

Perhaps the idle is low, belts are loose or alternator is bad, battery is trying to charge or bad.

PS.. the voltage guage should be closer to 14.
